This is a streamlined procurement vehicle for federal agencies and other federal organizations to obtain professional services from vendors that have been pre-qualified by GSA. Mandated contracting requirements -- competition, pricing, small business rules, etc. - have already been completed. The contract is for several Categories within the new Professional Services Schedule (PSS):
GSA’s Federal Acquisition Service (FAS) is improving its professional services schedule offerings. As a first step in this initiative, FAS has consolidated its professional services Multiple Award Schedule offerings into one Professional Services Schedule. All the OAI GSA Contract Schedules are now part of this new single Professional Services Schedule (PSS - 00CORP). The old Schedule numbers (e.g., 899, 871, 874) are now categories within 00CORP. The PSS enables Federal agencies to procure a wide variety of professional services using a single Schedule contract.
The Categories held by OAI are:
899-1, 3, 7: Environmental Consulting Services.
871-1 Professional Engineering Services – Strategic Planning for Technology Programs/Activities
874-6 MOBIS Acquisition Management Support
899-1 Consulting Services include, but are not limited to: Environmental Assessments and
Environmental Impact Statements under the National Environmental Policy Act
(NEPA); Endangered Species, Wetlands, Watersheds and other Natural Resource
Management plans; Archeological and/or Cultural Resource Management Plans; Environmental
Program Management and Environmental Regulation Development; Economic, Technical
and/or Risk Analysis; and, other environmentally related studies and/or consultations.
Homeland Security issues including vulnerability assessments, biochemical protection,
identification of threats and protective measures to mitigate the threats and
Crime Prevention through Environmental Design (CPTED) surveys.
899-3 Environmental Training Services: Environmental Training Services - This SIN is designed to aid agencies in training personnel in a variety of environmentally related subjects in order to meet Federal mandates and Executive Orders. Environmentally related training can be conducted on- or off-site using standard off-the-shelf, customized, or computer/web-based interactive courses. Examples of environmental training courses include: Air/blood borne pathogens; Asbestos awareness; Environmental management planning and operations and maintenance (O&M) planning; Asbestos Hazard Emergency Response Act (AHERA); Compliance with environmental laws/regulations; Comprehensive Environmental Response Compensation and Liability Act (CERCLA); Confined space training; Electronics management; Emergency response plans; Environmental audits, awareness, compliance, and management; Fire preparedness training; First responder; Hazardous materials and waste (HAZMAT) training to include compliance, operation, packaging, handling, generators, and incident response; Hazardous waste operations and emergency response (HAZWOPER) training inclusive of transportation, storage and disposal; ISO 14001 Environmental Management Systems (EMS); Lead training to include awareness, inspecting, assessing, rehabilitation, and renovation; Mold (abatement, assessment); National Environmental Policy Act (NEPA); Natural habitat preservation; Occupational Safety and Health Administration (OSHA); Pollution prevention; Public fire safety education; Resource Conservation and Recovery Act (RCRA); Sustainable environmental practices; Water conservation; and Wetlands regulation and permitting.
899-7 Geographic Information Systems (GIS) Services: - Provides GIS services in support of environmental programs. Services include, but are not limited to: Creation/enforcement of environmental legislation; Cultural resource GIS(CRGIS); Environmental cost assessment; Environmental impact analyses; Environmental regulatory compliance; Groundwater monitoring; Growth forecast modeling; Habitat conservation plans; Habitat modeling; Image analysis support for emergency response; Mapping, Cartography, and Mashups (e.g., combining data from more than one source into a single integrated tool to include aerial mapping); Migration pattern analysis; Natural resource planning; Remote sensing for environmental studies; Terrestrial, marine, and/or atmospheric measuring/management; Vegetation mapping; and Watershed characterization for mitigation planning. Note: The services offered under this SIN shall NOT include construction and architect-engineering services as set forth in FAR Part 36, including surveying and mapping services as defined under the Brooks Act of 1972.
871-1 Professional Engineering Services – Strategic Planning for Technology Programs/Activities. Services required under this SIN involve the definition and interpretation of high level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to an analysis of mission, program goals and objectives, program evaluations, analysis of program effectiveness, requirements analysis, organizational performance assessment, special studies and analysis, training, and consulting. Example: The evaluation and preliminary definition of new and/or improved performance goals for navigation satellites such as launch procedures and costs, multi-user capability, useful service life, accuracy and resistance to natural and man-made electronic interference. Professional engineering solutions do not include architect-engineer services as defined in the Brooks Act and FAR Part 2 or construction services as defined in the Federal Acquisition Regulation Part 36 and Part 2.
874-6 MOBIS Acquisition Management Support. Acquisition Management Support: Contractors shall provide professional support services to agencies in conducting federal acquisition management activities. Services covered by this SIN are: acquisition planning assistance, including market research and recommending procurement strategy: acquisition document development, including cost/price estimates, quality assurance surveillance plans, statements of work, synopses, solicitations, price negotiation memoranda, etc.: expert assistance in supporting proposal evaluations, including price/cost analysis or technical proposal analysis: contract administration support services, including assistance with reviewing contractor performance, developing contract modifications, and investigating reports of contract discrepancies: contract close-out assistance; Competitive Sourcing support, including OMB Circular A-76 studies, strategic sourcing studies, privatization studies, public-private partnerships, and Federal Activities Inventory Reform (FAIR) Act studies. Inherently Governmental services as identified in FAR 7.503 or by the ordering agency are prohibited under this SIN. It is the responsibility of the Contracting Officer placing the order to make this determination. Ordering activities must require prospective contractors to identify potential conflicts of interest and address those, prior to task order award. For more information, see www.gsa.gov/psschedule. Authorized Users of Schedule 871-1, 874-6, 899-1, 899-3, 899-7
The following
agencies and activities may use contracts established under FSS Schedule 00CORP:
• All federal agencies and activities in the executive, legislative, and
judicial branches.
• Government contractors authorized in writing by a federal agency pursuant
to 48 CFR 51.1.
• Mixed ownership government corporations (as defined in the Government
Corporation Control Act).
• The District of Columbia government.
• Other activities and organizations authorized by statute or regulation
to use GSA as a supply source.
• State and local governments under certain conditions.
Ordering
Procedures in Brief (Detailed ordering guidelines are found in Federal

Under
the $3,500 Micro-purchase Threshold:
• Prepare a Statement of Work (SOW). The Contract Officer (CO) or GSA micro-purchase cardholders may order
from any schedule contractor deemed to be fair and reasonable. Competitive bids are not needed.
Over the $3,500 Micro-purchase Threshold, but under the Simplified Acquisition Threshold ($150,000):
1. Program Staff provide the CO with a SOW including a description of the work
required, a schedule, and the location for delivery and inspection of the work.
2. Consider reasonably available information about the supply or service offered under MAS contracts by surveying at least three schedule contractors through the GSA Advantage! on-line shopping service, by reviewing the catalogs or pricelists of at least three schedule contractors, or by requesting quotations from at least three schedule contractors.
3. When a
buyer, such as a program official, does not have authority to make an award,
they can forward the RFQ, with the quotes received, to a person with authority
(the Contract Officer) so the award can be made quickly using eBuy or the Agency
system.
4. Program staff and the CO review the responses and rates received to determine
the best value, looking beyond lowest price to, for example, delivery, training
required, and past performance.
5. The CO issues a purchase order (or through eBuy) to the selectee using their
GSA contract.
Over the Simplified Acquisition Threshold ($150,000): Labor Hour and BPAs
1. Program Staff provide the CO with a SOW including a description of the work
required, a schedule, and the location for delivery and inspection of the work.
2. The CO or Program Staff will issue a Request for Quotation (RFQ) containing
the SOW to sufficient Schedule holders on the appropriate Category of the 00CORP Schedule so that at least three bids are received. If less than 3 are received, justification showing the effort made to obtain sufficient bids and must be included with the documentation (See FAR 8.4). The best mechanism
for this process is E-buy on www.gsaadvantage.gov where all correspondence is
electronic, thus speeding up the process significantly.
3. When a
buyer, such as a program official, does not have authority to make an award,

(the Contract Officer) so the award can be made quickly using eBuy or the Agency
system.
4. Program staff and the CO review the responses and rates received to determine
the best value, looking beyond lowest price to, for example, delivery, training

GSA contract.
The total time can range from 2 days to 2 weeks, depending on the CO's familiarity with GSA Schedule contracting and internal agency requirements.

Consider a BPA. Blanket Purchase Agreements are useful when
there is a need for a wide variety of items, but the exact items, quantities
and delivery requirements are not known in advance. A BPA reduces the administrative
burden of writing numerous purchase orders. BPAs are easy to use, about the
same as the basic RFQ, are flexible, with no maximum limits on orders, and can
be a nationwide contracting vehicle.
Orders over the Maximum Order Threshold (Schedule 00CORP: $1 Million; Schedule 70: $500,000):
• Follow the above procedure for orders over $150,000.
• Try to receive more than three quotes.
• Seek price reductions from GSA Schedule Prices.
• Place your order with the contractor offering the "Best Value."
